Explainer Video, Lessons Learned From Portuguese Drug Decriminalization

Background

Two decades ago, facing an overdose crisis, Portugal did something revolutionary: it decriminalized drugs.  The results were astounding.  Overdoses plummeted, resources once allocated for law enforcement were freed up to find more effective ways to work with people who use drugs, and a new approach to drugs presented itself to the world.  In short, Portugal became a healthier, stronger country as a result of this change.  In 2018, the Drug Policy Alliance and its Grantee Partners visited Portugal to see how Portugal has managed two decades of drug decriminalization.  Luceo followed along to document the process and to interview some of the Portuguese and American stakeholders.  

Objective 

To create a short explainer video to help audiences better understand how Portugal has approached decriminalization and what lessons can be drawn from it.

Solution

Luceo spent four days documenting and interviewing American and Portuguese stakeholders for inclusion in a short explainer video on Portuguese drug decriminalization.  The video features documentary footage from the Drug Policy Alliance's visit to Portuguese sites as well as animation  to illustrate the long-term approach and results.
